Balmoral Park was gazetted for recreational purposes in 1916. Over the years the reserve has been used for a variety of purposes, supporting the Balmoral Bowls Club, Scouts, and Girl Guides. A memorial avenue of weeping figs was established after World War One and the hilltop played host to an anti-aircraft battery during World War Two. Post war, the park has supported Meals on Wheels, pre-school and Returned Services League purposes. The wooded hilltop has remained largely undisturbed in the centre of the park since it was gazetted.
